Bulgaria has summoned the Russian Ambassador, Eleonora Mitrofanova, for discussions following drone attacks on merchant ships in the Black Sea, raising serious concerns over maritime security. The attacks, which occurred in Bulgaria’s exclusive economic zone, have heightened risks for commercial shipping and increased insurance costs, leading some operators to avoid Bulgarian ports. Additionally, the incidents have affected oil supplies to the Burgas refinery, making them more expensive and less secure.
Bulgarian Prime Minister Roumen Radev met with Mitrofanova on October 13 to address the situation. While Bulgaria lacks conclusive evidence about the drones’ origin, Radev suggested that the attacks seem to benefit Russia rather than Ukraine. Mitrofanova, however, claimed that Russia’s Defence Ministry had no information about the incidents and posited the possibility of a third party’s involvement.
Radev condemned the attacks on merchant vessels, warning that they are unacceptable and could escalate the regional conflict. He emphasized Bulgaria’s commitment to investigate the incidents alongside its European Union and NATO allies to uncover the facts. Bulgaria is also planning discussions with Romania and Türkiye to develop joint proposals for safeguarding Black Sea maritime traffic.
Bulgarian President Iliana Yotova echoed the condemnation, labeling the attacks as a significant threat to navigation freedom and supply-chain security. She called for a prompt investigation and diplomatic efforts to ease tensions. Yotova also highlighted the importance of implementing the recommendations from the October 7 Consultative Council on National Security meeting.
